Jay thinks on a very simplistic level and is easily led. I think he is lucky that he didn't give that little rant of his to Aaron but to the other house mates instead.

still absurd that aaron can be so judgemental when he lied and went back on his word about group nominations and waited till the last minute to do so.
he also ruined the entire letter writing from loved ones and 2 birthday parties amongst many other occasions

yes he was finally marginally in the right on this issue but after 70 days of teenage strops he had to finally find something to really strop about. his behaviour has been pathetic throughout.

Well he lied about walking if he heard boos.

he lied about having any involvement in ketchupgate initially when harry confronted him.

he lied to Tom/Alex in the bedroom on the night of their birthday by saying, "I'm not going into this just now, not gonna ruin her birthday, we'll talk about it tomorrow"....then proceeded to kick off on the night of their birthday.

Lots more instances: so yes: he is a liar.
