You're putting too much stock in Rebecca's comments.

She was well known for embellishing events, and this is more in defence of Joe than Raph, she wants Joe out to save Kieran's friend Tom, by claiming that Joe is bullying the most popular Housemate it sees Tom as safe.

I wouldn't go as far to say he is a bully i personally think he is an inconsiderate person who isnt interested in listening to what anyone sais or what anyone thinks. I think he lays into people way to much about certain things they do yet doesn't seem to see he is equally just as bad. I dont know why he has this huge issue with raph. He seems to have had an issue with the lad since he walked through the door on launch night.
