He was definitely going to run and was arranging meetings and tapping up supporters to that end until today, there's been a huge amount of activity in the last few days geared towards setting up Boris' leadership bid and Gove himself has been a part of that until today. If this entire referendum has shown anything, it's that NONE of them (in Britain, in Europe, across the board) have any idea what they're doing. They're all just muddling along. Terrifying.
