While someone Phillip's age dating someone Matthew's age does feel somewhat creepy ... just because they encountered each other some years before, doesn't mean they were involved for the entire time.

They probably weren't actually physically involved the entire time but that doesn't mean it isn't grooming... grooming is what comes before actual sexual contact - the gaining of trust, affection, a but of coercive control etc. so even if he "waited" for this kid to be of legal age before actually "going there", it's still grooming.

When older people get together with much younger adults and have known that person since they were a kid that's always a massive red flag.

By "involved" I meant any communication tbh. If they'd been in contact it would absolutely feel as though Phillip were grooming him, as you said.
But if they met again later? Still creepy, as when they first met Phillip was an adult and he was a child, but not quite the same.
