When applied to a person, such a comparison is dehumanizing, and in application to marginalized populations, there is a history of such dehumanization being used to justify violence towards members of those groups. In the case of the Jewish community, the Nazis likened Jews to rats and other vermin in order to justify exterminating us. So, it is definitely not something you should say about someone, especially someone Jewish or a member of a marginalized group that has been similarly persecuted and treated as less than human.
