Former labour councillor ricky jones..the butcher of walthamstow, who wants to cut throats.

His trial has been fast tracked to January 20th next year..he has been released on bail.

Actual answer: Overstretched system, decade and a half of austerity, plus legal proceedings take time even under ideal circumstances.
