Do you want the real answer or the Social Outrage Friendly answer?

I can do both I suppose.

Outrage answer: Two tier Kier reee!!! If it was your white nan she'd have been hung three weeks ago for stealing a loaf of bread!

Actual answer: Overstretched system, decade and a half of austerity, plus legal proceedings take time even under ideal circumstances.

The 2nd one is probably too boring for the internets though?
