I dont get it..
Does it mean the little black dude has to through stairs on the fire? Or is it him being a knob and running through the fire with stairs in his arms?

Well normally in the event of a fire, the evacuation notices say "use the stairs" as opposed to using the elevator as a means to get out of the building. That picture is taking it literally, i.e. use the stairs to put out the fire.
