I don't know who she thinks she is. It is illegal to take photographs (without permission) on private land, yes. If she's in public (ie the street) she has absolutely no right to say people cannot take photographs. It is NOT illegal and anyone can take snaps. That would include paps (plus who's to say if someones a pap or just an eager fan??)

You cannot blanket-ban people from following her or taking her picture. You can serve individuals or an organisation with an injunction so long as they have broken the law, but you can't serve an injunction to a group of random people with no connection other than their job.
