Why bother evicting Laura when she's already been in the bottom 2?

After Ryan's eviction, only her and Sam have been proven to be unpopular with the viewers. Considering the survivors of this eviction will be eligible to win, surely if you dislike more than one of the nominees you should evict the one with the biggest chance of winning? For all of our championing of gameplayers and tacticians in the house we really should be more like it as voters
