a state of emergency in the city
He canceled 4th of July festivities and

Shooting some dude sixty times is ridiculous, way overly excessive.

Slapping on a curfew is a good, gives some recourse against rioters.

no armed police are trained to do that

anywhere in the world

ALL target the torso

limbs move and are too small a target

this is life and death

not TV show

I don't care how many officers did it, it's not common for a Police officer to shoot a suspect 60 times, if you haven't detained someone after shooting them that many times then you're not cut out for the job imo.
