anybody else notice how some say could care less when they really should say couldn't care less?

this seems particularly true of Americans Ive noticed. To say you could care less implies that you do actually care, surely?

Yeah I've seen both used, "could care less" doesnt make sense though, unless it's supposed to be sarcastic but that doesnt really come across
