There were buildings that restricted the drivers view both way, he had to encroach the cycle Lane to see anything coming

No, you are wrong ,
he took over the Ch5HD Live AM show in 2018
done at the ITN building,
Then he Cycles to BBC in Central London
for his radio 2 show.

Maybe by the letter of the law he shouldn't have done that but in the real world its something everyone can understand. I would do the same thing and if I was a car on that road I would politely let the driver out from that nightmare junction as should cyclists
