I agree, I think she is jealous of Faye - even right down to her making mention of them being competitive and Jem saying, "She's got to have more friends that me"......

Since when did one sister having more friends than the other way ever become a consideration between them. They are two different people - one is bound to have more friends than the other one - it only needs a differential of one to be effective.

She's jealous. And I think that's why she's making a play for Jay - remember, Faye fancied Jay, but he wasn't interested in Faye - he was interested in Louise.
