If he asks to meet again, suggest meeting in the same pub, ask for him to order the same drink you had and the same meal, it might click with him that you are not being let down twice and if its doensn't he it out 20 quid so job done. Wouldn't go round to his place as he suggests as you need to be careful and he sounds like a liar.
