You have two possibilities.
One, the whole thing is fully patrolled from end to end. Which has been confirmed to be logistically impossible in terms of cost and manpower.
Two, the whole thing isn't manned and its constantly being punched full of holes and in an endless cycle of repair for a couple of years, costing more billions, until Trump is out of office and repairs are abandonned leaving a big ol' untold-billions-of-dollars lump of metal swiss cheese running across the US-Mexico border.
Experts know this. COMMON SENSE dictates this. But nah who needs experts or common sense let's just get that bad boy up yeeeeehaaawwww show dem Mexicans whut frr.
