I think she is trying to copy Lily. It wasn't that interesting to me, but if she turns it up a few more notches it might actually be funny to see her steal some candy bars and start loudly proclaiming to the rest of the house what such and such she plans to nominate next... chest out and standing on her business... (Nobody tell her about the new budget)

The punishments are so weak, who cares. She probably doesn't think she will go anywhere.
