Unfortunately, some people don't seem to know what "moderation" is, and underestimate the amount they have had to drink. People who drive when they've been drinking are not just irresponsible but criminal, since they are in charge of a lethal weapon. Zero tolerance makes sense - if you are going out to a pub or a club why take the car anyway?
