The house opposite us has an italian flag up at their window all year round and has done for years i remember being little and seeing that flag at their window, its never offended anyone

Because in the UK the Italian flag has not been adopted as a symbol for the far right racist groups. The England flag has, and the union flag to some extent as well. With this in mind, displaying these flags is seen by some as being intimidating and hostile and therefore to be discouraged.
