He hasnt claimed to be able to heal or cure anyone, he says God can heal and cure etc.
People donating is totally different than him charging money for or even asking for money for a service(healing).
Under the Consumer Protection laws that were extended last year to falsely claim a service like healing and receive payment for would render him liable to prosecution. There is no get out clause for religious based claims either.
