I've heard it used several ways.

if someone IS lush - they're desireable, lovely, fancied.

If some is A lush -they're a skank - usually when enebriated.

If something is lush - it's nice, pleasant (as in lush green fields)

I normally associate it with meaning someone is an alky, but that could just be because of the company I keep
