I honestly thought this watching last night's episode too
There's no way for the viewers to know that Frank actually got the lowest time, Grodner could've just given it to him
The Roadkill twist will probably lead to the vets steamrolling the newbies. The similar MVP twist worked in BB15 because Aaryn's side of the house was so awful but this time I'm not sure
