The problem is that terror attacks as a whole are devolving, back in the days of 9/11 attacks were full on operations involving multiple parties and that's why a lot of attacks post 9/11 were foiled because there was always a weak link or a communication error that thankfully led to the terrorists' capture but now terrorism consists of getting into a car and running people down or buying a gun and shooting people or making a homemade bomb. All three things require no real planning or communication with other parties and thus it makes them difficult to prevent.
