It depends how you define 'out of order'. A lot of reports we get are basically as the member doesn't like the poster, or they disagree with the post rather than it actually being a rule break. Recently we have had a increase in the amount of posts reporting for 'baiting' when not one of us can see how the post is actually baiting at all :S

As josy said the funniest/most annoying is when members post on the board about their infractions and ALWAYS make out they did nothing. the 'I was banned for a week for saying hello' posts are both funny and bloody irritating in equal measure

Yes. We used to be able to do this when we didn't get like 50+ reports per day. before the system changed to infractions we barely got any reports, only ever when someone actually was breaking rules. Then we used to get reports PMed to us and I sued to reply to most of them even if no action was taken. We would literally all need to be on for like 8 hours per day to properly reply to every report we get these days
