I think she actually likes him and he's not being totally honest with her.They're in some kind of weird friendzone 'will they won't they' situation and it's down to him being a wet flannel and not being honest with her.He is obviously hoping to get back with his ex when he gets out but keeping her as backup just incase his ex ain't interested.She deserves better imo.
