It's not a cop out.
Kids who are taken into care have those systems in place for them. Doesn't automatically mean they'll go through life/adulthood without forging any relationships, friendships, lives for themselves.
Entirely different to lonely old people, who are lonely through their friends/families either dying or they too are old and frail and don't see one another. There's a reason loneliness and isolation is a problem amongst the elderly.
That's not to say people from all walks of life and ages can't be in a similar predicament, but it's not as widespread.
