Clegg wanted to take part but couldn't. All the negotiations are being kept pretty secret I think but heard someone say that the Tories wouldn't allow it as part of the overall agreement

Cameron negotiated the final agreement with the broadcasters and I suppose this was one of his conditions - if they were going to have a debate without him then Clegg shouldn't be there either, that way they can call it an 'opposition debate' rather than an empty chairing

That's just my speculation really but they said on the Daily Politics earlier that the Tories probably vetoed it and it does make sense, broadcasters probably wary of having an overt clash with the PM so bowed to that condition in order to get three debates and have Cameron attend the QT thing
