Actually, it seems like she
lied to the parents about it being "illegal" to pass the buck (when it isn't illegal at all), and then later completely denied that she had ever said it when she was caught out in the lie.
Which is seriously worrying and unprofessional no matter what the context is. Even if she truly believes it isn't appropriate for her school... she should have the conviction to state that instead of pretending that she's consulted her "legal team" and found out that it's illegal
