Born This Way was Gaga at her peak, the public loved her, she was interesting and the music was great. There probably wasn't one really bad song on the entire album.
Fame Monster is a close second for the same reasons as above, although its a shame it was more like an EP of The Fame rather than its own thing
Artpop is third because although this was where her popularity started to decrease rapidly, the songs are still pretty good and looking back I think I can appreciate them more now than at the time
Fame/Joanne joint last. Fame was good for the era as a whole but the album tracks are pretty poor. Joanne was good in the sense that it restored a bit of popularity and made Gaga 'normal' again, but imo the songs are very basic and Miley and Kesha's country albums far outshine Joanne
