Because the age of consent means that if you're a minor you can't consent to sex, it's there to protect the minor from themselves as much as the person who sleeps with them. The whole point is because of their age they can't make that decision, same as why you wouldn't punish a 12 year old for lying about their age to buy alcohol

A 12 year old doesn't have anything close to a full adult understanding of basic consequences, let alone the ability to comprehend adult sexual relationships or the complexities / legality of the age of consent. That's WHY the age of consent exists in the first place... it's the adult's responsibility... and "well she said..." isn't a valid excuse because if there is ANY doubt about age it's the adult's responsibility to either be sure or to just not go there.

I would say there are exceptional circumstances when teenagers at say 15 look MUCH older like 25+, which does happen. But courts assess these things. I think reading between the lines, law officials have looked seen the girl and thought "No she does not look 19, whether she said she was or not".
