Because a lot of people are vindictive and bloodthirsty but they're polite enough not to let it show in most cases unless it's something that they feel they can get away with without judgement.

Because they are angry that the prisoners can watch TV while their frail aunty ethel is sat at home with no tv cause the scumbag sat watching TV smoking weed jangling keys in his pocket robbed it of her and smashed it on the way out...poor aunty ethel sat with 2 bars on her leccy fire to watch...I'm hoping the blanket she hugs whilst sat terrified of repercussions has a nice pattern on it to relieve her boredom and terror.
