Schools are there for teaching kids, they're not a charity. How many times have you heard about teachers taking bread and stuff in because kids come in to school having had no breakfast? Bread and butter is better than nothing, they didn't have to give them that but they did. If they kept giving free meals out everytime a parent doesn't pay then loads of people would be doing it as you said they are not a charity.
