A large part of the problem comes down to funding as usual, community care tends to be a minimum wage (or near minimum wage) position with very few (if any) qualifications required and not much training. Of course the majority of carers still do a great job the majority of the time but there are always going to be problems when there are people freshly hired, navigating situations that really require a lot of experience, training and diligence.
I have to wonder if when he "blamed social services" he was basically saying that he's not in control and isn't supposed to be unsupervised, referring to his carers as "social services".
