Nuclear fusion doesn't create the same sort of radioactive fallout as nuclear fission. The "classic" atom bombs (Hiroshima etc) were fission bombs, current nuclear weapons are fusion bombs, but they use a fission explosion to "spark" the fusion explosion. Scientists have theorised that "cold fusion" (fusion reactions without a fission primer) should be possible, which would allow for nuclear weapons (and power generation) without the current level of fallout risk.

Seriously though it will be a scary day if (when?) they crack the science behind it, because you can pretty much guarantee that they'll be MUCH more willing to use "clean" nukes than the current weapons. If they can nuke their enemies without fallout risk, someone's going to do it.
