It's easy enough to pick up to be able to communicate on a basic level, so that you can communicate with any deaf person, although it's easy to cheat because you can spell things out if you need to. It get's more complicated to be at the level of a translator (which I'm not), but you have to be at level II before you can start that training.
It's quite funny because there are some really racist old signs that have been changed over time. The old sign for Ireland was flicking at your shoulder or the back of the hand to signify flicking people into the sea, and the Americans used to use the sign for potato (not sure if they still do)
