How can it take that long for an ambulance?

Waiting tones can be horrific here at times, my mum has an accident earlier in the year, cut an artery in the process , was bleeding profusely and was told she’d have to wait 2 hours for an ambulance, the service you get in the hospitals is great, but waiting times and availability of equipment is very hit and miss
