More importantly it will happen. You can't move things online like billing, payments etc like its happening now without making internet a universal service. And this is only the beginning

These things can still be done in person, and plenty of places have wifi. Liraries even have PCs people can use. It's still perfectly possible to exist without internet use, so there's no need to make it more universal than it already is.
