No. If you have legitimately stopped breathing completely, you are not taking in any oxygen and therefore cannot inhale the breath required to speak. Think about it in the same way you might think about being under water and holding your breath . In the seconds just before going under water.. Like Right Before you submerge both your nose and Mouth entirely under the water …you take one last deep breath in so that when you are under the water you'll still be able to breathe for a very Short amount of time .. Only till you run out of oxygen to breathe and must resurface in order to exhale and repeat the process again before youll be able to dive under the water again. The same thing happens when you stop breathing that happens if you're underwater and run out of breath before you can get to the surface … essentially when you stop breathing you just run out of breath… without the option of returning to the surface to correct the issue.
