Not “bought” I don’t think. More of a collaboration (but I could be completely wrong). I’d assume that MS would either be paying to use Sega’s name or Sega would actually be involved.

A possibility! I think it’s a smart move if done right - Xbox never took off in Japan and Sega was (mostly) extremely popular.

It'll be a very tough sell I think, Sony and Nintendo have the market pretty well saturated in Japan. I think they'd need Sega to be putting out some (very good) exclusives to tempt people into buying an Xbox as a second console. I highly doubt they'd manage to break Sony's grip.
