Depends on what the "man on the street" who's not involved either way thinks to all this. Joe Average is passively against racism, but doesn't want to see rioting. I think it all depends on how to riots (and protests) are seen by those not involved.

when i grew up in glasgow, it was the knife capital of europe ... there was some serious violence going on. They had a knife amnesty and that did a lot to reduce the crime levels, also i think that many decided that heroin was an easier escape

Reparations in the USA should take the form of improving disadvantaged neighbourhoods and communities. Funnel money into education and other services, and the lives of the people who live there - and by extension, the entire city/town/whatever - will be improved.
