They won't and can't rule another out.
I'd doubt it would be as full a lockdown as the last one.
No one has any idea what is going to happen as winter sets in.
So with that in mind I voted 50/50.
It's not off the table but in reality I don't think the politicians of all parties nor the public want another like the first.
