Well yeah, just give a voucher that can only be used on food, it's not that complicated. Clearly their plan backfired because the private companies scammed them instead......

...or, they’re very ‘selective’ with the private companies and there may be ‘personal interests’ involved, could also be a thing...this government is such a self serving one ...
