Oh absolutely, I am sure the Queen is completely unaware of HR issues, like most bosses, she will employ someone to worry about that. I am not blaming the Queen at all but someone within the organisation has let these staff members down by not dealing with it appropriately and to now decide to investigate shows little concern for the staff members and more that they need some ammunition.
Like you said, its playing out like an awful tv show.
