well I suppose in some ways it will be mandatory for instance if countries currently only asking for adults to be vaccinated ask for this to be extended to over 11s? While parents could take the view that they would only holiday in the UK, any future school trips for starters could be impacted...so maybe she is thinking further down the line where it is mandatory in a sneaky way
