Hmmmm I dunno, considering his dad presided during the first Gulf War I think it's unlikely that he hadn't
thought about it when running for Prez... but I imagine he probably planned to keep out of it more than he was allowed to in the end. No matter what way you lean on the truths of 9/11 and Gulf 2, I think it's fairly obvious that Bush wasn't entirely steering the ship when all of that was going down.
