This is happening across the board and is a mess. For medical staff it's an absolute nightmare, because of the following two questions;
1) "As it is against discrimination policies, could I face disciplinary action for accusations of transphobia if I follow a treatment plan for a transperson as their biological sex rather than their chosen gender?"
The answer is
yes.
2) "As it goes against the scientific evidence base, could I face disciplinary action if I treat a transperson as their chosen gender rather than their biological sex, and this results in negative medical outcomes?"
The answer is
also yes.
What are they supposed to do?
Bonus rock/hard place: they'd also face disciplinary action for refusing to treat at all, so you can't even opt out of the above Catch 22 situation.
