I certainly wasn't heading to any beach, I was worrying about my elderly father sat alone in his house. I was furloughed and following lockdown....the beaches were busy in june 2020 as I recall.

People were dying alone in care homes, hospital beds etc in May. Not sat with countless colleagues drinking wine.

Whether the public were doing it is irrelevant anyway....doesn't make the government blameless, especially when they were making the rules
