Like I said it can be down to the skill of the delivery though. So for example, things are just as "off limits" in South Park as they are in Family Guy but the SP writers have frankly 10x the skill, nuance and ability to weave a social commentary and so South Park's satire pretty much always hits its mark these days (though wasn't as sharp in its early seasons) , where Family Guy has had its moments but for the most part is a scattershot of stuff that often misses the mark completely.
To use your other examples in this post; Gervais is a FAR more skilled satirist and social commentator than Carr. Especially with more recent stuff. In fact I reckon he could have landed this exact same joke without half the controversy and as a much clearer commentary than Carr.
