Most of the troop build up is concentrated on the border of areas which are already effectively under Russian control or have been in a state of conflict for years so the threat is not really a new one. If you've remained in place throughout the conflict then you're unlikely to leave now I think

Maybe if you're in the north of the country the threat is now increased as that was previously pretty safe but Russia could now invade from Belarus but it's still a massive call to make to uproot everything based on something that might happen if you've got nowhere to go and you're not sure when you'd ever return
