Armies do what they're told (without meaning to be as blunt as that sounds), If they're told to invade a place, they'll do it, if they're told to defend a place, they'll do that too. But if 99% of citizens take to the streets to protest a governmental use of the military, then a politicians desire for self preservation will override any support the soldiers themselves have for their orders.
